A culture of learning and innovation will ensure that individuals are motivated to participate, while a scientific approach to implementation will increase the likelihood of success. Individuals and organisations will have to change their behaviour in ways that may not come naturally. All stakeholders must have a hand in designing a system that will change the way they work or are treated. The system must be continually evaluated, and its maturity understood.
